The Local Authority needs to decide whether a needs assessment will go ahead within six weeks of a referral being received. The decision whether to go ahead with a needs assessment is made by the Local Authority’s SEND Service Manager. If they feel that there isn’t enough evidence to decide whether the needs assessment will go ahead, the request will be considered by the SEND Panel for a second opinion.
